BALTIMORE, Februa'y 4. —The Real Estate Board of Baltimore is preparing a tax revision program which favors abolition cf the Staie levy on real estate, aeccording to Charles H. Steffey, chairman of the crganization’s Com- mittee on Legislation. Mr. Steffey said the plan, to be sub- mitted at this session of the General | Assembly, would grant property owners the right of a court appeal on tax assessments. It also would open the way to limit direct rcal cstate levies by tax officials. Real estate, Mr. Steffey pointed out, is the principal source of revenue for the support of local government. Other States, he said, have abolished the direct tax and have drawn revenue easily from other sources. Familles now renting houses consti- tute the best prospects for residential sales this year, according to the United States Building and Loan League, which this week reported some findings of its Home Building and Home Own- ing Committee. There are approximately 8,000,000 one-family houses in the United States now occupled by renters, the committee states. Prefer Houses. Families renting such houses are not among the goupc which simply prefer apartment life and for that reason do not buy homes of their own, the com- mittee declares as one of the reasons for its conclusion. They, rather, are renting because of economic factors and present bargain prices in homes are beginning to make the renters consider home purchases, it is contended. Another argument is that landlords of the one-family houses will be much : more inclined to sell such property now than during the past several years, since the landlord class has been harder hit by the depression proportionately than the class to which it rents, in the opin- ion of league officials. A third point in support of the con- clusion is that increased funds for the purchase of homes is becoming avail able through the operation of the Fed- eral Home Loan Banks.
