NEW YORK, November 23.—The sharpest decline and the most general one that has occurred in doméstic bonds in several weeks developed to- | Losses ranged from 1 to over 4 points. At the same time there was a decline in foreign dollar loans, but an advance in United States Treasury issues. The weakest issues were in the in- dustrial list. Studebaker Corporation 65, which had quite a flurry last week and sold above 51, were offered down | 4% points today to below 44. The | 7 per cent preferred stock of the com- | g:ny was under pressure. United Drug declined 1 ints, United States | Rubber 5s were off 21, points and !\a-‘ tional Dairy Products 5l4s lost more than a point. Small concessions were made in the quotations for oil cor ~! pany bonds. Youngstown Sheet & Tube | 5s, which had a loss Tuesday of 6 to 8 | polms. were again heavy. Rail Bonds Decline. In the railroad lidt a large number of issues declined a point or more. Among these were Missouri and 5s, Denver & Rio Grande Great Northern 4!%:, Ilincis Central * 4%s, Rock Island 45s, Baltimore & Ohio 6s and St. Paul gold 5s, with smaller declines in Erie refunding 5s, Chicago & Ncrthwestern 434s and Bal: timore & Ohio 4!3s. ‘There was a large volume of offerings | in the International Telephone & Tel graph issues, whese position wes specu- | latively influenced by discussion of the Spanish telephone monopoly. Inter- ‘borough Rapid Transit bonds were heavy in spite of the intimaticn in Controller Berry’s report that higher subway fares were a logical way of im- roving this city’'s financial positio: e direct effect of this survey was ex- hibited in the market for New York City bonds, which had another sharp | advance. Argentine Loans Heavy. Again Argentine loans were heavy, declining by fractions to 2 points. So were those of Australia, whose 42 per cent issue lost 2 points. On the other hand there was significant steadiness in the markets for British, French and | Italian bonds in spite of the prospect facing foreign debtors of being com : pelled to pay their December 15 i stallments on the war loans. German issues were fractionally higher early and then declined. Japanese loans continued heavy and there was another small loss in Swedish 5)5s. The list of United States Treasury ‘bonds exhibited considerable strength, especially those selling at a discount. Special Dispatch to The Star. NEW YORK, November 23.—The Curb Exchange moved lower today in a dull and uninteresting session more or less typical of ‘pre-holiday dealings. Late short covering enabled scme of the leaders to rally from their lows, but the recovery was not sufficient to put them at net gains for the day. Electric Bond & Share had a compara- tively small loss. Great Atlantic & Pacific Tea and Aluminum Co. of America common were heavy. Continue Downward. Community Power & Light first pre- ferred on one trade broke 10 points and Celanese participating preferred was off about half that amount. Na- tional Bond & Share ylelded more than a point. Cities Service and Standard Oil of Indiana also were offered down most of the afternoon. Faced with a serles of unfavorable overnight developments. the market opened lower. Lack of definite results from the Hoover-Roosevelt debt meet- ing in Washington, along with reduced steel and electric power output, in- creased stocks of gasoline and price cuts in crude oil coniributed to the initially lower price trends. Humble Oil & Refining, controlled by Standard Oil of New Jersey, reduced the heavy or fuel grades of oil 10 to 20 cents a barrel. This was not un- expected in the trade, for late last week President Seubert of Standard Oil of Indiana warned prcducers that they were unable to maintain present crude prices in view of gasoline prices throughout Indiana's territory. Some- what off-setting this development was the declaration of several regular quar- terly dividends by oil concerns, among them National Transit Co. Tebacco Shares Firm. Axton-Fisher Tobacco A, with a gain of 6% points, and Rochester Gas & Electric preferred D, up 6 points, rose to new peaks for the year. Tobflceo Allied firmed fractionally. Acme W however, cased more than a point, did American Gas & Electric during this stage of the session. The latter movement was directly due to earning estimates of $2.35 a share on the com- mon for 1932, against actual net of $3.65 a share in 1931. NEW YORK, November 23.—If low money Tates are the harbinger of better times, many economists say they are, the shrinkage of rates in recent months in the world's principal capital centers to levels unprecedented in several in- mnm should bring cheer to Wall B\Xl ‘Wall Street has grown skeptical of the cheap money theory. Mohey rates have been abnormally cheap for more & year. Money theorists, however, say Wall Street may be as wrong in failing to enthuse over the current low levels as it was in 1928 and 1929, when it falled to heed danger signals of high money. The bull market raced merrily on for months after call money touched 20 per cent early in 1929. Carefully Restricted. Of course, the cheap money quoted in New York, London, Paris and Am- sterdam is only for the safest and most liquidate forms of credit. For these forms it is but a fraction of 1 per cent per annum. This does not mean that cnd.ll is _necessarily either cheap or plentiful for the average business man. Outstanding commercial credit in this country, as shown in the Federal Re- serve reports, has as a matter of fact shown almost steady .recession. But what will happen, say the cheap money protagonists, is that capitalists will eventually grow dissatisfied with the low returns, and that this dissatisfac- tion will overcome their fears. They will then buy corporate bonds and make other investments, and the business man will again find credit plenmul But this process, it is explained, takes time. Treasury Bills Cited.
