A7 MORTGAGE-RIDDEN JOWANS GET HOPE State and Business Leaders Unite to Solve Problem of Farm Owners. By the Assoclated Press. DES MOINES, Iowa, August 5.—New | hope has earisen for thousands of Towa | farmers who are struggling under mort- | gage burdens. Not only State officials and legisia- tors, but insurance men, bankers and farm organization leaders have con- ferred in attempts to find a way out. Their plans have been spurred by realization that about half of Jowa's 214,000 farms are mortgaged or already have been sold at sheriffs’ sales for fail- ure to meet payments. Deliberations, now believed near a climax, have been secret and cautious for authorities tacitly agree that any plans must involve delicate considera- tions. Proposes 7-Point Plan. One seven-point plan has been pro- posed by A L. Rule of Mason City. lormer State Senator and now a nomi- nee for the Iowa Assembly. He suggests extending the period of | execution of foreclosures and issuance { of sheriffs’ deeds until 1935 | Under Rule’s plan the present owner, | if unable to meet mortgage payments, would be allowed to remain on his farm as receiver under court supervision. In this way, he would have (_urther oppor- | tunity to solve his financial difficulties, The principal provisions of Rule's plan. which is suggested for enactment Thto 1aw, are these: No sherifl’s deed to property shall be tssued until July, 1935, or perhaps later. Would Be Own Receiver. | The owner of a farm shall be ap- pointed receiver and shall lease it to| the person in possession, who may be | himself. | Crop and cash rentals shall go first | to pay taxes, second for interest and third to apply on principal. If not enough is received to pay interest, the amount due shall be added to the prin- cipal. esignation, if necessary, of county mortgage commissioners to supervise | properties in the hands of the court| through receivership. No execution shall be issued on a deficiency judgment for a certain speci- fled time. Holders of second mortgages shall be required to establish claim and to re- deem the property in a certain specified | time or be barred from bringing action. In event it is proyed that the second mortgage was in excess of market value of the land, that shall be a complete defense to recovery thereon. GEOLOGIST LINKS EARLY AMERICANS TO FAR EAST Bone and Stone Relics Found in Alaska Held Conclusive Proof of Connection. By the Associated Press. SAN FRANCISCO, August 5—Rev. Bernard R. Hubbard, University of Santa Clara geologist, returned yester- day from a scientific expedition to Alaska with bope and stone relics he sald would prove a racial ‘coinection between aboriginal residents of the Far East and the later Mayan civilization of Mexico. “It is the most conclusive proof .we | have yet had,” he said, “of. the"Aslan ancestry of our American aborigines— that they did come across the Bering Strait to populate this continent many centuries before the white man.” ‘Among the archeological relics brought back by Father Hubbard are a bone| spoon and a convertible oil lamp-food chopper which he found on Unimak Island, one of the Aleutian group. STAMMERERS FIND RELIEF AT CLINIG Northwestern U. Training Course Draws Many Each Summer. By the Associated Press. EVANSTON, Il., August 5.—Demos- thenes worked it out by talking with pebbles in his mouth, but now voice | clinics cure stammering and other vocal | defects. Dr. Clarance Simon, who has directed the speech clinic at Northwestern Uni- versity for-the last four years, said not | all persons could become great orators, but every cne could acquire good enun- clation. Every year, from Seplember 1 to August 15, Dr. Simon and staff of ht assistants work with “students” | who suffer every sort of speech diffi-| culty from vocal laziness to a cleft| palate. The clinic has grown from a mere bandful until, this year Dr. Simon sald he expected 600. Speech difficulty, Dr. Simon said, was divided into four general sections. Too. Speech Conscious. “There are those who stammer, those | who have articulatory difficulties, others who speak in dialects, and still others; who have bad tones,” he said. “Stammerers are too speech con- scious,” said Dr. Simon. “Nobody knows what mekes them stammer in the first place. but the longer they listen to themselves, the worse they get.
