T A—6 THE SUNDAY STAR, WASHINGTON, D. C, JULY 17, 1932—PART ONE. New Equipment and Organi- zation Introduced in Rhode Island. Spectal Dispatch to The Star. : PROVIDENCE, R. I, July 16.—This e 3 city, center of a group of closely joined " e urban communities with a total popu- M.Dsumt& ‘sifon of approximately half & mi n, is in the midst of a major experiment in crime prevention and &astection, as its State-controlled board of public safety rounds out its extensive pro- gram of modernization of the police department. The experiment is being watched by the entire State and its success may lsad to the revamping of police meth- ods throughout Rhode Island. The eas> with which hold-up men, pay-roll ban- s and other criminals have been le to speed away from the scenes of crimes and place themselves, metimes within a few minutes, un- r the jurisdiction of another munic- ivality, forms the key problem which the city's police heads have been called upon to solve. The board of public y has provided “speed” as the | swer. backed by modern equipment, | asures of prevention and a revivi- d personnel. Must Educate Public. In addition to creating an efficlent force, the board faces the added task of educating a public which, all too often, fails to co-operate with the | police until after a crime is commit- ted. and many times not even then. lice officials, having conducted an aggressive campaign to obtain co-opera- tion of industrial plants in preventing payroll and office hold-ups, express chagrin when they are criticized for failing to catch bandits who rob a ern which has taken no steps to i Frotect itself. ; / To the ordinary eltizen, the mew or- .. . der of things is becoming evident in 2 number of ways. New Board in Control. The board of public safety, with & membership of three, came into being in April, 1931, because a Republican State crganization did not like the way a newly elected Democratic city gov- ent was handling police affairs in Providence. It controls, with wide wers, the police, fire and public serv- engineers’ departments. One mem- r of the old commission was appoint- ¢4 to the new body, but he was dis- ple~d early this year by Col.
