A working day of two shifts of five hours each in the construction indus- try is advocated by the California State Chamber of Commerce through the re- | cently organized California Building | | Congress. The plan is suggested as & proposed means of doubling the number of men employed. ‘The system has been placed in effect | on carpentry work on projects in San | Francisco and its sponsors hope it will spread to other parts of the country and aid in relieving unemployment in the building field. A report issued here by the American Institute of Architects states that the | California Building Congress has founi that labor working five hours a day is producing more work per hour than it did on the eight-hour basis, according to Frederick H. Meyer of San Francisco, a director of the architects' institute and_chairman of the northern section of the building congress “Employers and employes,” Mr. Meyer said, “are agreed that the two five-hour shifts can be applied with advantage to all concerned—carpenters, laborers, ex- cavators, truck drivers and bricklayers— with perhaps a few exceptions.” | Asks Residence Permit. J. N.
