Water Superintend- ent and Native of Washington Is Given Last Rites. Funersl services were held at 11 o'clock this morning for John Spotts- wood Garland, 173, former superin- tendent of the District of Columbia Water Department, who died Thursday at his home, 1320 Twenty-ninth street, after a long illness. Burial was in Oak Hill Cemetery. A native of this city, Mr. Garland attended the public schools here, and later attended Maryland Agricultural College and the Naval Academy. As a railroad engineer he worked for some time with the Richmond & Danville Railroad. Entering the District surface division in 1891, he later was made engineer io the Water Department, and was named superintendent of that unit in 1915. He | retired some time ago. Word has been received in Washing- ton of the death yesterday in Mll‘l waukee, Wis,, of Mrs. Mary E. Spence, | past National president of the American War Mothers and National chairman of the American War Mothers’ Home, 1527 New Hampshire avenue, Washington. Mrs. Spence, whose home was in Mil- waukee, had been active in the organi- zation since its inception. She was Na- tional president during 1927-29, and was the first past National president to die. She was the widow of Thomas Spence, who died in Milwaukee about two months ago.
