Problems in providing for homeless | males are discussed in detail in a 150- page report on “Community Planning for Homeless Men and Boys” made public today by the Family Welfare As- sociation of America. The report was prepared at the request of President Hoover's organization on unemployment relief. The Associated Charities of the Dis- trict of Columbia is a member of the welfare group. While Washington is not included in the pldns of 16 com- munities in the United States as out- | lined in this guidance report, methods of handling the homeless constitute one of the main problems of.the District Employment Committee, the local mis- sions, members of the Council of Social Agencies and other groups. The organ- izations have been seeking information tn an effort to solve the problem in the Capital. Methods Are Studied. The guidance report of the welfare group was prepared by Robert S. Wilson of the Department of Sociology of the ! University of Kansas after a nrst-hand survey of methods employed in han- dling the homeless. Successful community plans to care for homeless men drifting to metropoli- tan areas this Winter, according to the report, must be based on the following First, getting the facts as to the ex tent of need; second, co-ordinating the work of welfare agencies in the com- munity; third, centralizing in a bureau the responsibility for caring for the homeless; fourth, administering relief through experienced social workers, and fifth, giving constructive, individualized service rather than mass treatment. Other essentials, the report says, are elastic time-limits for the stay of tran- cient men in a given shelter, efficiently- managed shelters, work requirements and health services, and the preserva- | tion of the morale of homeless men ; during enforced periods of idleness. Defense Given Hobo. The so-called hobo is defended in the report which declares “the Nation depends upon the hobo to fell its lum- ber, pave its streets and harvest its crops, but gives him mo recognized status in the economic order.” Elsewhere the report says: “Whether the thousands of homeless men—po- tential community assets—who pass through a shelter each year become community liabilities or not seems to depend largely on the degree of con- sideration given them. This in turn may depend upon the community’s will- ingness to pay a sufficient salary to se- cure & staff commanding the respect of the community and possessing the necessary skill for their jobs.” “The so-called homeless man may be traveling through a city to a job or a home elsewhere. He may be a nomad by disposition, or he may be a hobo. It is difficult to find work where ability is not known. No responsibility is felt | to furnish him relief. Either he must fake residence or magnify his need into a tale of woe or accept panhandling. Frequently he is shuffied back and forth from ¢lty to city, each equally afraid of accepting some other city's responsi- bility.” Hog Prices Govern Pay. The rate of pay of garbage collectors in Colorado Springs is to be regulated hereafter by the price of hogs in Den- ver, Colo, Hereafter, said an an- nouncement from the State Industrial Commission, the garbage collectors will be paid 10 times the monthly average top.price of 100 pounds of hogs on the Denver market. It sounds like the income tax. Hills Blasted to Make Dams.
