SOCIALIST VICTORY | FORECAST IN SPAIN 110 of 470 Seats in New Cortes Seen Probable for Republican-Democrats. BY Cable to The Piar. MADRID, Bpaih, June 24.—Nobody knows exastly. but everybody is wor- Tying about what sort of a party line- up the constituent Cortes will show after next Sunday's general elections. They are expected to bring out more than 6.000.000 voters in Spain's 50 provinces. - AN good a calculator as any one, pos- sibly better, inasmuch as only the slightest degree of red tape may cloak his opinions, is Prof Gustavo Pittaluga, formerly a consulting physician at the royal palace. A candidate for the Cortes from Badajoz, region of Estre- dura, Prof. Pittaluga has thrown his lot with the camp of Melquiades Al- varez, leader of the Reformists, or Republican-Democrats party. 1,015 Candidates. ‘Twenty-four parties will prunnt 1,015 cahdidates, of whom only 470 will find themselves Deputies, and Prof. Pittaluga analyzes their prospects as follows: ‘The official Socialists, led by Prof. Juliano Besteiro, Minister of Finance Indalecio Prieto, Minister of Labor Francisco Largo Caballero and Minis- ter of Justice Fernando de los Rios, should carry the honors with 120 rep- Tesentatives. ‘The incident at Oviedo the other day, when the scheduled meeting of Senor Alvarez could not be held, indicates that Senor Maurin's Communists are not completely hushed, but Prof. Pit- taluga foresees not more than three victories for them. A surprise will be caused by the Radi- cal Socialists led by Minister of Public Instruction Marcelino Domingo and Minister of Public Works Alvaro Al- bornos, who may total 50 winners. Independents May Get 20. Minister of War Manuel -Azana's party, Accion Republicana,*or Inde- pendent Republicans, may _elect 20 Deputies, and the Alvares Reformists should see no less than 15 of their can- didates elected. Foreign Minister Alejandro Lerroux and Minister of Economy Martines Barrois’ Radieal Republicans will prob- ably get 80 seats, and President Alcala Zamora and Miglel Maura, leaders of the Republican Democrats Right Wing, should count 110. These would represent the majority in the Lower House. The minority would be split up_among such parties as the Extreme Right Wing, or the Monarchists of the Liberal-Conservative Jaimistes, wound up as the Accion| Nacional party; the Accion Catalana, led by the Moderate Autonomist Nieo- lau Dolwer; the Estat Catals Separat- ists of Col. Francisco Macia, supported by the Federalist commander Ramon Franco; and, finally, the Extreme Left Wing Syndicalists and Anarchists, who should abstain from the elections Sun- day, according to their antiparliamen- tary platforms, Deputies to Choose President. As soon as the constituent Assembly is formed the Deputies will proceed to elect the President of the republic, who, is it belleved, will be Senor Zameora, who, in turn, will intrust a Deputy, probably Senor Lerroux, with selection of a cabinet. These measures will be provisional until the Assembly passes new- laws, such as the constitution, a definite electoral system and civil xnd penal codes. Prof. Pittaluga considers the church problem one of the greatest afflicting the republic. The Catalan question has entered a happy pmu. thanks to the fine statesmanship of Sepor Lerroux. Col. Macia, head of the.Catalan gov- ernment, is thought to be under Ma- drid's control, because he been car- ried off by the Catalan Extremists, who are not s:pnmm.l' while uumlly the Catalans are c«;uf&uuv (Onl"llzt. 1931,) SILVER ISSUE SHELVED THE EVENING STAR, WASHINGTON, D.
