C., MONDAY STOCKS CONTINUE TREND T0 DECLIN Trading Sluggish After Turn for Better Saturday, but Liguidation Is Spotty. BY CLAUDE A. JAGGER, Associated Press Financial Editor. NEW YORK, April 20.—The stock market fell back into its habit of de- clining today, after the upturn on Saturday. Trading remained sluggish and liquidation of notable volume appeared only in spots, but traders evidently saw little in the upturn late last week save bear profit- . A few specialties broke sharply, but there were a few 'APRIL 20, 1931 NEW YORK SUGAR. NEW YORK, April 20 (P).—Raw sugar was easier today, and although no sales were actually confirmed, ‘was rumored that some Philippines had sold at 3.25, a deoline of 1-32 from the last previous sale. Buyers showed no interest above this level, but holders ly were asking 3.28. Raw futures opened unchanged to 1 point lower and showed little change during the balance of the forenoon, with the market at midday about the same as at the opening. The London cables were disappointing and the easier spot market was also a depress- ing factor, but offerings were not very aggressive and seemed to be readily taken by trade interests, against sales in the spot market. Refined was unchanged with little better withdrawal demand, but little if any business reported. Prices were listed at 4.50 for fine granulated by ali|| refiners, with second hands available at from 4.42'% to 4.45. Mr. Fleming has been a member of the Special Committee of the Ameri- can Bankers' Asscciation on the Calcu- lation of Reserves. and has also keep in close touch with the Reserve City Bankers' views #long the same line, so is particularly well qualified to discuss the subject. Changes Present New Problems. At today’s session he told the Reserve City Bankers that he was convinced that such a committee could be of real value. The committee would not at- initiate legislation, bu:.l merfl{ act in an advisory capacity. 10 uehed briefly on the history of bank- ing, the events that led to the estab- lishment of the Federal Reserve system and pointed particularly to the sweep- ing changes that are going on in the banking field.
