MOSCOW April 3.—The immense new tractor factory at Stalingrad, one| of the first big plants to get into op- eration under the Soviet five-year plan, is experiencing difficulties, according to reports in an official newspaper. in March it finished 648 tractors, only one-third of what was planned. The total for the first three months this year was 1,880 tractors instead of the 4,260 for which the program calls, Loss on Each Tractor. | In addition, the reports say, it costs| ctory 2,800 rubles (about $1 ,400) | n out a tractor which sells to a | collective farm for 1800 rubles.
