Under the plans every Portuguese 21 years old may join the National Union, ‘from which will be elected the members of Pasliament. No date was fixed for legislative elec- tions nor did a manifesto issued yes- terday make mention of a Senate, but pointed out that considerable time might elapse before the basic principles of the constitution could be under- stood throughout the country.
