Associated Press Pinancial Writer. Word is going out of Washington now to nearly all business leaders who have to consider tariff rates in de- ciding the scope of ‘operations that they will be safe in calculating that there will not be any new tariff legislation until after another national election. Partly as a result of the Senate vote yesterday to adjourn the special ses- sion before completing the bill, but more because of judgment formed by considering the embittered conflict be- tween Western and Eastern viewpoints in the Senate, this opinion has come to be shared of late by the sizable group of observers who have been drawn to the Capital for the contest. ““When it is considered that, the regu- lar session will have its work with the appropriation bills and with the other issues before the country, and that the voting personnel in Congress will be the same as it is now,” remarked Joseph R. Grundy, who has spoken for the American Tariff League an dthe im- portant manufacturing _interests of Pennsylvania and other Eastern terri- tory since the contest opened, “it 7% ! dosen’t seem likely that any new tariff law is in sight. In my judgment the T East cannot and #ill not allow these agricultural rate increases to be made while industrial schedules are slashed, and with the prefent composition of the Senate there cin lhj:dxy be an ac- ceptable adjustment of views. O riner: ssids > from the rate questions, the attifude lof the Senate majority toward ‘the ' administrative features of tariff legislation makes the present law infinitély preferable to in- dustrial States thay what is proposed. The bulk of tariff duties are ad valo- rem—fixed in propartion to value—and the Senate combinution opposing pro- tection has threatened |to destroy all the effective methous which have been built up during 30 vears|for fixing the value on which thg duty is based. I think the business of the ‘country would be far better off ‘¥ the present law stands than it woujd be if forced to accept these changds.” s P Postmaster General Brown and mem- bers of the interdepyrtmental commit- tee on mail contract® wili have several tangled points of marine poiicy to 1 in - the announced att ship construction w!
