Three important reports of particular Jocal interest came out today—Washing- ton bank clearings for October, the monthly statement of the Capital Trac- tion Co. and the Federal Reserve Boards monthly summary of de- partment store sales, which showed an increase in the fifth district of 5.8 per cent Bank clearings in in Octo- ber amounted to $137.968,.283.75, in comparison _with $137.660.693.74 _in the same month a vea: ago. accord- ing_to_the report of the Washington Clearing House As- sociation, Clea ings in the previous month were con- siderably lower, being $114,986,938.61. Total bank clearings in the National Capital for the first 10 months of the present year stand at $1,245,054,361.05, against the lower figure in the corre- sponding period last year of $1,183,037.- 944, this city George E. The substantial gain in the number of checks passing through the local clearing house indicates that business so far this year has been well ahead of last year.” The gain in clearings in October, however, may or may not in- dicate an advance in business condi- tions. A factor that must be taken into consideration this month is the Wall Street panic. Department store sales for September were 2 per cent larger than in the cor- | responding month a year ago, accord- | ing to reports to the Federal Reserve System by 523 stores in 229 cities. For the first nine months of 1929 sales were 3 per cent larger than for the same period last year. Inventories of the reporting depart- ment stores at the end of September were at about the same level as a year ago, according to reperts from 433 stores. Capital Traction Net Lower. Total net earnings of the Capital Traction Co. for September amounted to $28,342.25, against $33,036.11 in Sep- tember, 1928, according to the monthly statement filed today with the Public Utilities Commission. This is a de- crease of $4,693.86. Operating revenues for the month ‘were $330,038.59, compared with $334,- 500.37 a year ago, a falling off of $4.461.78. 'Operating expenses required $247,256 96, against $247,934.53 a year ago, which shows a reduction in oper- ating costs of $677.57. After deduction of operating expenses and taxes, the corporation had a total income from operations of $57,575.68, compared with $60,735.50 last year, a falling off in this item of $3,159.82. The company’s non-operating income was slightly higher this year than last. ‘The number of revenue passengers # carried on the Capital Traction lines in September was 4,387,659, compared with 4,519,715 in September, 1928, a decline of 132,056 Earnings for Nine Months. ‘The Traction company reported oper- ating revenues for the first nine months of the present year as $3,194,057.66, against $3,236,203.86 last year, a de- cline of $42,146.20. Operating expenses reached the sum of $2,295,305.48, in comparison with $2,- 284,139.31, a falling off of over $11,000. Expenses and taxes showed a reduction of $3,443.20 over the same period last ear. 2 Total operating income for the nine months amounted to $652,871.21, against $691, a slump of $38,703. After all t sual deductions the company reported a net income of $396,899.85, compared with $448929.99 a year ago, a decline in earnings of over $52,000. Revenue passengers carried in nine months this year numbered 42,345,795 against 43,712,612, a difference of 1,- | 366,817. The figures show that the management has made further econo- . mies this year in operating costs and *hat the falling off in revenues has been due to the slump in revenue pas- senger traffic due in a large measure to privately owned automobiles. G. E. Fleming Reaches Home. George E. Fleming, vice president of the Union Trust Co., was greeting friends at the bank today on his return from a two-month trip to Europe. He visited England, Scotland and France and other places and reports a delight- ful trip. Mr. Fleming has been in ‘Washington's financial district for many vears and is a former president of the District Bankers' Association. Busy Trading on Exchange. Trading was active on the Washing- { ton Stock Exchange again today, but not up to vesterday's record voiume. There were some price recessions, but at the same time advances were also scored, Bonds were in fair demand with quotations little changed from yesterday. The most popular bonds were Wash- ington Gas 5s, the series A and B 6: Potomac Consolidated 5s and Chesa- peake & Potomac Tel. of Va. 55. Bank stocks took a prominent place in the day’s sales. Ten shares of Na- tional Capital Bank sold at 230, 10 of Commercial National at 258, 10 Dis- trict National at 220. Ten shares of National Savings & Trust sold at 540, 10 of Union Trust at 311, and 50 shares of Bank of Bethesda at 53. Mergenthaler was one of the most active issues today, advancing to 102 on sales of 73 shares. Capital Traction figured in several small lot sales at 77. Peoples Drug Stores preferred sold at 107Y>, Federal-American Co. preferred at 98, Woodward & Lothrop at 105, while 75 shares of Terminal Refl’l(el’l!- ing & Warehousing Corporation sold at 48. The announcement from London that the Bank of England had reduced its rediscount rate from 6'2 to 6 per cent | 38O, was a complete surprise, as rate had been increased from 5% to 614 per cent only five weeks ago. The change in English rate gives color to the report that the New York Federal Reserve Bank will reduce its rate at today’s meeting from 6 to 5 per cent, the level | prevailing at the other reserve banks. The outstanding corporate_develop- | ments were the announcements by nu- 7% mercus companies of the concellation | or extension of rights and the ‘geclara- | tion of extra dividends by several rep- resentative concerns. The withdrawal of offering of rights by Cities Service Co. to additional stock at $45 was the most prominent example of its kind, while Bangor & _Aroostook, Case Threshing and Allis Chalmers permitted extensions. BRUSSELS, Belgium, October 31 (#). | —Abolition of the supertax and great reductions in other taxation was decided , upon by the cabinet council yesterday, the session having the unusual distinc- tion of King Albert presiding. Ever since the financial crisis which reached its climax in 1926, when the franc was stabilized under the financial dictatorship of Francqui, Belgium tax- payers have had heavy burdens.
