BORGER IS TAKEN INHAND BY TROOPS @Gen. Wolters Reads Govern- or’s Proclamation and Sus- pends Some of Officials. By the Assoclated Press. BORGER, Texas, September 30.— Brig. Gen. Jacob Wolters, who headed 8 trainload of State troops from Fort ‘Worth, officially declared Borger under martial law at 9 a.m. today. Ope minute after Gen. Wolters alighted from the troop train he read thy proclamation of Gov. Moody, which #tated that martial law had been de- clared for Borger at 3:30 p.m. Septem- ber 28. He carried two proclamations from the State executive.
