MCARL RESTRICTS PERSONNEL BOARD Hold Administrative Office Must Determine Number of Employes Needed. Jurisdiction of the Personnel Classi- fication Board was restricted Ml{ by Controller General McCarl, who, in a decision expected to be far-reaching, held that the board could allocate the duties of only one position in a Gov- ernment office where there were several persons doing identical work under this position, and that the number of per- sons necessary in such position to en- able the administrative office to per- form the work required of it by law was not for the determination of the board, but of the administrative office. ‘The question turns on a case coming out of the Treasury Department. It in- volves an employe, Harold H. Spang_of the Bureau of Internal Revenue.
