SAN DIEGO, Calif, February 18— Phillip C. Hanna, retired ranking con- sul general of the United States, died at a sanitarium here yesterday. He had been in poor health since Novem- ber, when he suffered a stroke of paralysis at his heme, in Waterloo, Iowa. He was 72 years old. Mr. Hanna encered the United States consular service in 1891. During his foreign service he passed through three South American revolutions and be- came conspicuous when on several oc- casions he was backed by the United States Navy in his efforts to protect American interests. These efforts at- tracted the enmity of the Venezuelan government during the time of the Crespo revolution, and the United States was requested to recall him. Sec- retary Blaine replied that Mr. Hanna's work was satisfactory to the United States and that he would remain until the close of the outbreak. His work that followed the Monterey and New Mexico flood disasters of 1909 won him the thanks of President Taft, the board of directors of the Ameri- can Red Cross and Mexican Red Cross and the governors and. Legislatures of two Mexican states. After the landing of United States troops at Vera Cruz in 1914 he was made a prisoner of war by Huertistas and was accused of sympathizing with the revolutionists. He was left in the statehouse when Huerta troops evac- uated Monterey. Besides being prominent in interna- tional affairs, Mr. Hanna was a lec- turer on Latin American and interna- tional subjects, He was a member of the Waterloo Rotary Club and an hon- orary member of the G.
