IG00D-WILL GROUP ' BEING ORGANIZED Inter-America Committee to Follow Up “Beneficial Ef- fects of Hoover Mission.” Announcement of the practical com- pletion of plans for an inter American god will committee, composed of repre- | sentative citizens of North and South America, was announced today by John Barrett, former director general of the Pan-American Union. The announce- ment was made In behalf of the un- official International Pan-American committee, of which Mr. Barrett is chairman. _'The primary purpose of the prospec- tive committee will be to “confirm and follow up the extraordinary beneficial effects of the Hoover Good Will Mission and the arbitration and conciliation agreements of the Pan-American Con- ference.” Awaits Hoover Conference. Final announcement of the details of the program and the personnel of this group will not be made until Mr. Bar- rett can confer with President-elect Hoover and the latter’s associates on the good will trip. The incomplete plans call for a prin- cipal center in Washington, New York or Chicago, with branches in Boston, Los Angeles, New Orleans, Miami, Ha- vana and Mexico City. Sub-committees will be formed in each of the United States, in each of the Latin American countries and possibly in Canada. In sing plans for formation of the mittee, Chairman Barrett said: ““There could be no more convincing evidence of the success of President- elect Hoover’s good will mission and of the Pan-American Conference just end- ed than the demand for an unofficial and popular movement for Pan-Amer- ican and Inter-American good will. As chairman of the parent group, the In- ternational Pan-American Committee, which was formed in 1923 upon the in- itiative of President Harding with the assistance of Secretaries Hughes and Hoover, I have received hundreds of re- quests that our committee extend its work. As evidence of the excellent and comprehensive character of this work, it can be cited that nearly 10,000 young men and women in the 21 Pan-Amer- ica countries have earnestly responded to the committee’s efforts. The major- ity of these are now holding responsible positions throughout the Americas in banks, business houses, newspaper of- fices, government bureaus, etc. ‘Will Carry on Tour Work. “The specific responsibility of this new committee and its -subcommittees will be to arouse widespread public in- terest and provide unofficlal ways and means for ‘carrying on’ in behalf of the people and apart from the great and comprehensive work of the De- partments of State and Commerce and the Pan-American Union, of the new good will era inaugurated by President- elect Hoover and the Pan-American Conference on Conciliation and Arbitra- tion. Its first direct step, to be taken on 1 the suggestion of eminent Latin Amer- icans, will be to raise funds and offer appropriate inducements for construc- tive research and recommendations on the subject. The future of practical Pan-Americanism in the light of the Hoover good-will mission and the ac- tion of the Pan-American Conference on Conciliation and Asbitration, to selected graduating and post graduate students of high education institutions in both North and South America.” SECOND LEVY MADE ON BLACKMER BONDS Act Under Conteu{pt of Court Rule Against Missing Sinclair Witness. United States Marshal Edgar C. Snyder and Chief Deputy Marshal Stephen ' B. Callahan today made a second levy on the $100,000 worth of bonds deposited by counsel for Harry M. Blackmer, former president of the Midwest Refining Co., in the National Savings & Trust Co., under the first peontempt of court rule issued against Blackmer, who preferred to sojourn in France to appearing as a witness for the Government at the two oil trials of Harry F. Sinclair, oil magnate of New York, in the District of Columbia Supreme Court. There is no other property of Blackmer in this district, it is said. An appraisement of the bonds was made by F. A. Livingston, assistant chief, division of securities, and C. W. Tyler, chief of the Treasury section, division of securities, at the request of Marshal Snyder, who asked the de- partment to designate experts for that purpose. Coples of the notification of the sec- ond levy will be mailed to United States representatives at Paris, Marseille, Nice, Monaco and London to be served on Blackmer should he be located at any of those places. Special Oil Prosecutor Atlee Pomerene and United States At- torney Leo A. Rover are advising the marshal in the legal proceedings. The validity of the Walsh act has been upheld in an opinion by Justice Frederick L, Siddons, but no further steps have been taken under the first contempt proceeding. SUPREME COURT DECIDES TO REVIEW S-51 SUITS Widows and Children of Officers on Sunken Sub Once Denied Damages. | The United States Supreme Court, | today, decided to review a decision of | a lower court which denied award of damages under the Public Vessels Act, | to the widows and children of officers | who died of the ill-fated submarine | 8-51, which sank in a collision, on September 25, 1925. The Circuit Court of Appeals for the Second Circuit had held that the act, which permits suits in admiralty to be brought against the United States for damages caused by & public vessel, did Inot apply to members of the United States naval forces, and the petitioners asked the Supreme Court to Teview the | case on the above question. The petitioners in this case are the widows and exccutors of the captain, cnsign and lieutenant of the S-51, | which sank " in _collision with the steamer Cjty of Rome. Action was brought against the United States in each case by the personal representa- | tive for the benefit of the widow and i children of the naval officers, and the | libels alleged that death was caused through the defective design and equip- ment of the submarine, over which the naval officers, who died had no control.
