Washingtonians who hope to vote by mail thls vear, but who are Goubtful concerning the laws of their home States on the subject, may re- ceive the necessary information by directing inquiries to The Evening Star, as follows: Voting Information, care News Department, Evening Star. The questions and answers will be published each day. Q. I was born and raised in West Virginia and have been living in Wash- ington for the past six years. Is it pos- sible for me to vote by miil?>—K. E. F. A.-The West Virginia law permits both registration and voting by mail. Q. My husband and myself are de- sirous of voting in Buffalo, N. Y., which ‘was our home til 1919, when we moved to the Distfict of Columbla, liv- ing there until last year, when we moved to Maryland. My husband is in the Government employ under civil service. In 1924 he went to Buffalo and registered and later sent his vote by mail. We have never filed an affi- davit declaring our intention to become citizens of Maryland. I voted in Buffalo in 1918. A Buffalo friend in- terviewed the bureau of elections and they contend that we are now residents of the State of Maryland, having moved from the District of Columbia, and no longer have the right to vote in Buffalo; on the other hand, some peiical or- ganization in Washington ntends that we have the right to voie in Buffalo in the present election, as numerous Government employes living in Virginia and Maryland still vote in " their native States. One resident Uf Maryland, for- mer resident of New York State, be- lieves he can register as well as vote by mail in New York State this year. Can-we register by mail? We wish to motor to Buffalo next week or the week after if it is necessary to register in person. Where can we get documen- tary evidence to take along to convince the Buffalo bureau of elections as to our rights? C. J. D. A. The law of the State of New York recognizes the right of those absent in Government service to vote by mail un- less they have acquired residence in some other State. Under the Maryland law, one never acquires a voting resi- dence until one year from the date on which he files an affidavite with the clerk of the Circuit Court of the coun- ty, declaring his intention to resident of the State. This is a fact which is undoubtedly unkno¥n by the Buffalo Board of Elections. The writer suggests that if section 31 of the An. Code, which is found on page 34 of the R/egxstrauon and® Election Laws. of Maryland for 1928, copy of which may be obtained from the Secretary of the State, together with section 117 of the New York Election Laws for 1928, page 59, be cited to the Buffalo Board of Elections, and, when taken-in con- nection with your evident intention to retain New York as your residence, they may come to the conclusion, as the writer does, that you are eligible to register and vote in Buffalo.
