While the treaty was negotiated by a Republican President and Republican Secretary of State—for both of whom it will be a source of enduring fame through generations to come—I am cer- tain that whatever opposition may de- velop in the Senatz will not be of a partisan character. The sentiment of Democrats as well as Republicans is for any measure that will advance the cause of international peace and good will. Furthermore, from a psiiisan standpoint, nothing could b2 more help- ful to the Republicans and more in- jurious to the Democrats than for the in conformity with the universal desire for an effective safeguard against war. There will, of course, b2 extended dis-ussion of the diplomatic corre- spondence preceding the signing of the | treaty, to determine whother there were in fact any important ‘“reservatioms,” as has been claimed, and to clarify also the fret that tha treaty will not in any way weaken or imperil the Monroe Doctrine.
