White, superintendent of St. Elizabeth’s Hos- pital, yesterday. placed before Acting Secretary Edward C. Finney of the Interior Department his answer to the Tecent ruling of the controller general, holding, in effect, that the noted alien- ist owes the Government some $3,000 annually, because his allowances ex- ceed his salary by that sum. Dr. White declared in a lengthy written comment on the McCarl ruling that he is en- titled to the allowances in addition to his salary of $7,500. Decision concerning the next step to be taken in the case will rest with Sec- retary Roy O. West, who is scheduled to return to his desk tomorrow, follow- ing a trip of inspection of the depart- ment's activities in the Western section | of the country. It is considered likely. | however, that the voluminous reply will | be transmitted to Controller General McCarl. Fortifying his answer with a lengthy recitation of the history of St. Eliza- | beth's and provisions made from its earliest days for allowances, including | quarters for the superiniendent, the | eminent alienist, who has rounded out a quarter of a century in his present | post, cited the praciice of several States | which, he said, furnish quarters in ad- dition to a stated salary to superin- tendents of institutions for the insane.
