Rank Reports Increased Building. Building activities for 31 reporting cities show an increase of 11 per cent during May over that month 1 year, according to the Fifth Federal Reserve Bank. New construction amounts to $11.- 512,387 and alterations and repairs to $2431.111, or §13.943.508, as compared with $12.566. in May, 1927. The smaller cities in the district have huge gains, not because of ab- normal business, but due to the fact that their figures for the same month last year were far below the average. In ‘spite of drastic steps agreed upon by the Tri-State Potato Growers' Con- ference a deluge of shipments has made the plans ineffective. and growers are beginning to fear that there is no hope of a fair return from their crops. Many acres will be plowed under in the Virginia area, it is indicated, as the prices continue to tumble. Chipman Off for European Tour. Geo: Bowie Chipman. resident pesiner of Harriman & Co., leaves here the last of the week to sail for Europe, where he will join his wife and son on an extended tour. Mr. Chipman’s son was among a limited number of young men who were recently accepted by the State Department for diplomatic assign- ments. Mr. Chipman is one of the veteran ‘Washington brokers, having followed in the footsteps of many other men en- gaged in finance and started his career by putting up stock guotations in a boardroom. That was about 30 years , when he was a very young man. .";Wfl decades ago, after advancing through the various stages of the busi- gess, he was made w:hcofinglf:dm; gentative ol-mrrun:n” oy For many years the was in the Colorado Am Zinc pf. BY GEORGE T. HUGHES. Special Dispateh to The Star NEW YORK, June 20.—The Stock Market recovered briskly at the start today, then relapsed into dullness, losing most of its early gain, and ad- vanced again in the last hour. A real trend was at no time indicated. The ay's fluctuations represented merely | the varying fortunes of one side or the other in the struggle for supremacy. Money went fto G1: per cent after having renewed at 6 per cent but with- oui much influence on the market. The feature at the end was the rapid rise in Radio, amounting to over 11 points as the stock crossed 172, pre- sumably a demonstration against the shorts. The early rise was plainly due to short covering. Although the market has now been reacting With only iater- | vals of recovery for a week or more. | bear operators are still cautious. They | accept small profits, because profits of 1y kinds have been few and far be- een on the short side for a long time. | They bought in their contracts t morning, but when their demand w | satisfied the market settled back into a ran up over 3 points soon after the Steel came back over a point. Special attention was | attracted to American Linseed, which | opened up over 7 points and at a new record high. Atlantic Refining was persistently bought and Delaware | Hudson featured the rails with a 4-point advance, Weakness eropped out in the railway equipment stocks. Offerings of Amer- fean Locomotive and of American Car & Foundry found the market bare of nearby bids and quotations for both stocks dropped to new 1928 lows. Rail~ road equipment buying has been no. toriously slack for several years, so that it was not hard to depress prices. Money renewed at 6 per cent agains the 5', renewal rate of yesterday. Shortly “afternoon money when to 6 per cent and the market weakened. | Expegtation was umiversal of higher | money before July 1. Some predicted | the highest rate since 1921, exceeding even the 7 per cent record made on June 4. In the face of this situation | about all that could be expected for the | present was rallies as the market be- came oversold. Traders were willing to ‘scalp” a point or two on either side. | but outside interest was almost en- | tirely lacking. ‘Two groups of stock that held better than the rest were the oils and the | coppers. “ In each of them the indus- | trial outlook is believed to be improv- | ing. ‘They were unable to edvance against the trend elsewhere, but liqui- dation was not pressing as it was in most of the industrials. Trading dragged along in the after- | noon in dull and uninteresting fashion. | The turnover was extraordinarily small, with the ticker coming to a dead stop | repeatedly. Radio was an outstanding feature up over 6 points. Atlantic Refining maintained its position and so did American Linseed, but the major- |ity of the stock fluctuated back and forth without getting anywhere, General Motor DIVIDENDS.
