When the sales of Government se- curities do not correct undesirable con- ditions in the speculative markets, the next step of the Federal Reserve Banks is to raise the rediscount rates. This was what was done in January. It was the reverse of the operation of last Au- gust, when rates were lowered to effect easier conditions abroad and permit the unsettled currency situations there to return to normal. The Federal Reserve Banks of the! United States stand in the same rela- tion to the money markets as do the great banks of issue in England, France, Germany, Belgium and elsewhere. Be- fore the Federal Reserve system became operative there was no such thing as a national gauge of money conditions. For generations, however, the redis- c.unt rate of the Bank of England, of the Bank of France or of the German Reichbank was the guide for all bor- rowers and lenders to follow.
