On the other hand, it was said, families whose homes were wrecked or dam- aged or who suffered other losses and whose financial condition and re- sources made it impossible for them to recover without assistance, will re- ceive help from the tornado relief fund. Ald Carries No Strings. The assistance thus rendered car- ries with it no obligations on the part of the recipients. The procedure by which relief is extended to a family will be as follows: Persons familiar with disaster re- lief work and construction costs will obtain full information about the family’s resources, liabilities, losses and needs. This information is to be treated as strictly confidential. On the basis of it an award is made to meet the needs. The family is notified and makes its purchases from mer- chants of its own choice or puts in an order with a contractor of its own choice. Vouchers are to be sent to the District Red Cross Chapter and the merchant or contractor is paid by the relief organization. No burden thus is assumed by the individual person awarded the right to relief. The awards are to be itemized for a family according to the purposes for which they are used. For example, a may be given the following : Building and. repairs, $200; household goods, $100; clothing, In expending this money is left to its own initiative except for the necessary supervision to make sure the money is expended for the purposes for which it is awarded, and that the family is receiving full value for its money 25,000 Tentative Goal. An examination of revised reports being received at local Red Cross head- quarters, shows that $25,000 as a ten- tative figure should ta care’ of most of the immediate needs. For instance, many of the families affected by the tornado are renting their homes from owners, who are financially able to make their own repairs without out- side assistance. These reports are being sent in from the temporary headquarters establish- ed at the Hine Junior High School, where two officers from the American Red Cross are assisting Miss Edith Spray and her staff of workers.
