NEW YORK, November 9.—Many new. high prices for the movement were made today in railroad and pub- lic utility bonds, and there were a few foreign issues which exceeded their previous high marks. Trading was active under the influence of con- tinued easy money and a strong de- mand from institutions. The most outstanding group was that of the senior rails. Atchison 4s touched 98 after moving for a long while just | below this figure. It w however, in the new 41% per cent issues that the largest turnover and the most aggres- buying occurred. By the Associated Press. NEW YORK, November 9.—The cot- ton market opened firm today at an advance of 8 to points, active months selling about 15 to 20 points net higher on buying encouraged by relatively steady Liverpool cables and reports of unfavorable weather in the South. January advanced to 71.02 and May to 21.33, but these prices met Southern hedging and realizing, and there were reactions of 8 or 10 points from the best. There seemed to be considerahle covering, together wil domestic and foreign trade buying, however, and the market showed & generally steady undertone in early trading. The bulk of demand was at- tribute to covering by trade or spec- ulative shorts in advance of the Gov- ernment crop report. Soon after trading was resumed after receipt of the Government crop report showing indicated yield of 12 842,000 bales, an increase of 164, 000 over last report, prices showed Tosses varying from 2.50 to 7.50 a bale, the estimate having been about 300.000 bales greater than the trade had an- ticipated. December, which had been selling around 21 cents before_the report ap- peared, dropped to 19.57 cents, but ac- tive trade buying was encountored and the market regained part of its losses, Price movements were fever- ish and sentiment seemed divided. ROSTON, November 9 (Special).— The Boston wool market was quiet rength in the South Ameri- ry markets is helping senti- ment, but sales this week in the local market have let down materially. The backward goods market has retarded mill activities in the wool market and the New England floods probably have had some effect on the business. HUGHES. Declining Stock Tempting. A rapidly declining stock market presents a. temptation to the man with money to invest. Iam not speak- ing of speculators, the traders -who are in and out of stocks all the time trying to make a living out of price fluctuations. These people learn to take care of themselves; elther that or they soon pass from the scene. But there are always small capitalists who wish to take advantage of breaks in the market by bu cash a few shares of some standard stock. This Is a perfectly legitimate am. | bition. Opportunitics of this kind do | present themselves and may often be taken advantage of with profits. The difficulty is to determine just when is the time to enter the market. If the operation is to be successful stocks ought to be purchased when they are real bargains and not simply when they are lower than they have been in the immediately preceding period. There are two or three hints, which may be helpful. One of them is to remember just as a speculative market always goes up farther than funda- mental conditions warrant so when it turns downward it goes below any thing justified by changes in the out- side situation. The reason is simple. Speculators who have overtraded find their capital impaired and must lqui- date regardless of cost. Moreover it is the nature of the speculator as contrasted with the investor to want to buy when every one else is buying and to be in a rush to sell when every one e'se is selling. So the buyer of stocks for perma- nent holding ought to keep in mind the fact that a setback in the market once initiated is likely to go a long way. Another rule from which he deviates only at his peril is to remain an Investor and not turn a speculator when he enters one of these declining markets. If he allows himself to be persuaded to take on more stock than he afford simply because he he- lieves it is now so low that the next move must be upward he is in grave danger. KANSAS CITY, November 9.—The formation of a bondholders’ committee for protection of holders of bonds of the Kansas City Joint Stock Land Bank, which went into receivership last May, was announced yesterday by W. 8. McLucas, chairman of the board of the Commerce Trust Co. here, who heads the committee. BERLIN, November 9 (#).—The North German Lloyd today concluded an agreement with an American bank- Ing group consisting of Kuhn, Loeb & Co. and the Guaranty Trust Co., for a loan of $20,000,000 for 20 years. The interest rate set at 6 per cent. Recent dispatches from Berlin fore- casting the loan said that the.money was to be used for the projected E tension of the North German Lloyd fleet, the cost of which was estimated on the Boerse at $40,000,000.
