RED CROSS SERVICE 7= TOVETERANS CITED Report Shows Aid Given in Cases of lliness Dur- ing Year. ‘Varfous aspects of service to former veterans of the World War given by the American Red Cross were made public in the organization’s annual raport for the fiscal year ended June 30, announced yesterday. Millions of dollars’ worth of Government insur- ance was kept in force through ef- forts of Red Cross chapters, the re- port sald, particularly during the cam- paign prior to the lapsing limit. The sum of $2,930,223.86 was expended in service during the year for disabled veterans. Prosecution of claims of veterans is becoming increasingly difficult as the Yyears pass, the report emphasized. re- calling that 22,863 were referred to national headquarters, after direct communication with Government de- partments had been tried. The in- creasing number of death cases com- ing to the organization’s notice was commented on, in calling attention to the point that $558,681 in Government benefits was secured through activi- tles of the War Service Branch and awards totaling $34,779 in_ monthly installments of insurance and compen- sation were secured in addition. In caring for veterans in 83 hos- pitals 16,378 needed and received indi- vidual service from Red Cross hospital workers, the report said. Encourage- ment of occupational therapy to assist patients in making articles from metal, Jeather, wood, by weaving and fashion: ing pottery, was an important part of this work. Field directors, the report continued, were on duty at all princi: pal stations and hospitals of the Arm: and Navy. Supplemental entertain- ment and recreation in convalescent houses and hospital wards were pro- vided. men of the Army and Navy 2.30 was expended in service. The report found that a monthly average of 62,000 service men, veter- ans and their families were assisted during the fiscal year. To keep up this work, an announce- ment made yesterday said, the Red Cross has as its goal this year a mem- bership of 5,000,000, to be secured dur- ing the organization’s ainual roll call, which will begin on Armistice day and continue until November 24. EIGHT PARKWAY LAND CASES ARE SETTLED Brick Dwellings of Property to Be Razed in Spring to Make Way for Federal Improvements. $507, Settlement has been reached on eight more parcels of land in Rock Creek and Potomac Parkway—prop- erty taken over by the Government. ‘The latest accessions are the premises 1311, 1313, 1315, 1317, 1319 and 1321 ‘Twenty-fourth street, and 2518 and 2450 P street. There are brick dwell- ings now on this property, but they ‘will be allowed to remain until Spring, ‘when they will be razed to make way for the park improvements. Cases involving several parcels are still pending, and the owners do not seem inclined to take what the Gov- ernment negotiators call a reasonable price. If the question of price cannot be satisfactorily adjusted directly be- tween the owners and the Parkway Commission officials, then the matter will be referred to the Attorney Gen- eral of the United States for the insti- tution of condem@ation proceedings. Some of this property is in the tri- angle formed by Rock Creek, M street and Pennsylvania avenue; other lots on the east bank of Rock Creek be- tween Pennsylvania avenue and L street and several other pieces on the south side of P street. THREE ARMY OFFICERS PROMOTED AS COLONELS Lieut. Cols. McLaughlin, Mitchel and Holcomb Are Advanced to Higher Rank. Three lieutenant colonels in the Army have just been promoted to the grade of colonel. They are Lieut. Cols. Clenard McLaughlin and Ed- ‘ward B. Mitchel of the Infantry, and Lieut. Col. Freeborn P. Holcomb, of the Finance Department. Col. Mec- Leughlin is military instructor at the Pennsylvania State College. He is from Michigan and enlisted as a private in September 1897. In 1899 he was commissioned a second lieutenant of Infantry and reached the grade of lieutenant colonel in 1917. During the World War he commanded the 5th Oregon Infantry and afterward served as a lieutenant colonel of Infantry in the XNational Army. Col. Mitchel is from Georgia and also began his military career in the ranks. He was appointed a second leutenant of Infantry in 1899 and reached the grade of lieutenant coloniel in July, 1920. During the World War he was attached to the ‘National Army in France. He is stationed at Tulsa, Okla. Col. Holcomb is on duty at Seattle, ‘Wash. He is from New York and enlisted in the Cavalry in Sep- tember, 1895. Appointed a second lleutenant in 1899 he reached the grade of lieutenant colonel in July, 1920. He szerved in the Cavalry and the Quartermaster Corps up to August 20, when he was transferred to the Finance Department. CLUB HOLDS FROLIC.
