And now comes an interesting thing about this particular type of fraud Investors in speculative t‘n((‘rhris"si . 8hould keep in mind the fact that the enterprise is =peculative, and that there is a good chance for loss. If sthey go into it with their eyes open, and if they can afford to lose the money on the chance that they might have made money, there is nothing| more to be said on the subject. It is through successful speculation that great fortunes have been made. And it is through speculation that more fortunes have been lost. Conditions have improved in the District as far as the sale of spurious securities (those No. 2 in suggestions for 1%;;‘ money) is con- cerned. There are not as many cases coming to the attention of the Better Business Bureau and of investment bankers as there were a few vears ego. But now and then a flock of fake stock promoters descends on Washington and unloads worthless securities through pure fraud and then gets out of town. Not long ago a “boiler-house” operation was main- tained in Washington which took a lot of money out of the pockets of good citizens in the surrounding coun- try. The “boiler-house” derives it: name from the confusion and noise attendant upon the activities of many men in one room, all telephoning at the same time. This group used the long-distance telephone alone and worked only outside of Wasl Their method was to telephone a mer- chant in, say, Frederick, Md., and ad- vise him to buy some good 3 the name of which is well known an The banks accept the “note shaver's” notes and pay him their face value. They have an idea of how he has come into possession of the note, and they know that his methods are not only unethical but very s Yet they lend bim a hand by him to sh in on them. They know they ill get their money back. The posi- tion of the banks in this matter is that they cannot go behind their de- positor’s motives. To do this they might bar bootleggers, who obtain their money illes But they would at once set themselves up as judges of morals. And thisdit is contendeds is outside the proving® of banking, - Stock is being sold in Wz today—and has for several y —in a mine that not only ha to pay dividends but is yet to operations. It is always on the ver, of starting to operate ‘“tomorrow.” The mine exists and it was succ fully operated some yea a rather romantic 3 one knows, outside the members of the company, how much stock has been so0ld in the mine or whether it is worth operating again. And those who buy stock therein do not take the trouble to ask some very pertinent questions which would indicate that it is not sound. Fugitive from Justice. Every one in Washington is familiar more or less with the oil boom of a few ye g0 in nearby Maryland. There are many Washingtonians who also hold stock in a proposition to bring natural gas here from West Virginia. But the oil is yet to flow, and so is the Stock is being sold here in an oil company today that claims to have a lease on a tract near producing Gov- ernment oil land. Two of the pro. moters are out on bail for violation of a nearby State law regarding oil promotion schemes, and another one is a fugitive from justice, who skipped out of Washington and has not been heard from since his recognition There is nothing to prevent the sale of this stock in Washington and nothing which can be done to stop it here, although it has been stopped in a nearby State. ivery day the doorbells ring Washington homes and “cat-and-do alesman are able to persuade persons | of small means to pay $100 for stock and from whom he bought the & that h: par value of §10, but which for a customer.
