CRUISER FIRED ON TWICE. Admiral Williams Reports Cincinnati Attacked in Yangtze. The United States cruiser Cincin- { nati has twice been fired upon on the Yangtze River in China, Admiral Wil- liams, commanding the American fleet in Chinese waters, reported today to_the Navy Department. Besides meeting machine gun fire, Admiral Williams said, the cruiser also had either 4 or 4 inch guns turned against her below Nanking on Satur- day. The fire was returned by the Cincinnati with machine guns and her 6-inch battery. The vessel also met heavy rifle fire north of Tatung, the report said. There were no casualties aboard the Cincinnati in either en- sounter. Admiral Williams said all foreign property at Luchow Fu, Anwhei prov- ince, had been looted. Eight Ameri- cans and five British missionaries there were said to be en route to Shanghai. At Kiukiang on Friday the house of the Anderson Meyer Co. American exports, on the Bund, was looted. The commanding officer of the American destroyer Hulbert lodged a strong protest and demanded the re- turn of the loot. The encounters of the Cincinnati marks a continuation of the firing from the river banks upon American ships in recent days during which the guns of the ships have been brought into action in reply. In previous in- starices, howevs there has been no indication that the Chinese were using heavy guns in their attacks. American policy with relation to the reply of Eugene Chen, Nationalist foreign minister at Hankow, to de- mands submitted in connection with anti-American outrages at Nanking, is still in process of determination. Secretary Kellogg is in communica- 4 | tion with Minister MacMurray at Pe- king, but indicated today that he had reached no decision either as to the form or substance of the answer to be made to Chen.
