LAYMEN GRANTED PRESTLY POWERS Mexican Episcopate Letter Sanctions Performing of Certain Rites. By the Associated Press. MEXICO CITY, March 3.—Deprived of the services of Catholic priests, either in churches or private homes, Catholic laymen of Mexico themselves may perform certain ceremonies, which during the present emergency will be considered by the church ac- ceptable as a substitute for priestly administration. These are adminis- tration of death sacraments and the performance of marriage ceremonies, Archbishop Ruiz ¥ Flores, announced in a pastoral leter vesterday. Archbishop Ruic, has been looked on as & spokesman for the Catholic Epis- copate since the deportation of Arch. bishop Diaz because of opposition to the Mexican religious laws. The archbishop pointed out that a recent government decree forbids priests to perform religious ceremo- nies ‘in private homes unless they have accepted the religious regula- tions. He said that the priests never would do this and that therefore he had instructed the laymen to perform the necessary ceremonies themselves.
