The allowance for depre- ition s “intended to cover the estl- mated lessening in value of the orig- inal property, due to the wear and decay, étc., which, in time will require the abandonment or replace- ment of the property, in spite of ordi- nary current repairs. The cost of in- cidental repairs, which neither mate- rially add to the value of the property nor appreciably prolong its life, may be deducted as a business expense, provided the plant or property account is not increased by the amount of such expenditures. 1f, however, the repairs are of such kind as to make good the depreciation, for example, a new floor or a new roof, the cost is not deductible. The amount expended by a taxpayer dur- ing the taxable year for improve- ments, replacements, or renewals of a permanent nature is a capital expendi- ture, and may not be deducted from h income for such taxable year. se amount so expended should be charged directly to the property ac- count or to a depreciation reserve ac- count, according to how depreciation charges are treated in the taxpayer's hooks of account. A pro rata por- tion thereof may be deducted s de- preciation each year of the life eof such improvements. Deductions for depreciation must be made as a separate item of the re- turn, and must be explained by show- ing separately each class of property, its cost (fair market value as of March 1, 1913, if acquired prior to that date), depreciation charged off for the tax- able , and total depreciation charged off for all taxable years.
