ENTIRE COTTON SURPLUS URGED NEW YORK, Noverhber 12 (#).— The Government plan to finance 4.000,000 bales of the American cotton will not effectively solve the cotton problem, said Nicholas Parachimonas, the Egyptian cotton cultivation ex- pert, who has been making a survey of textile conditions in New England. With an excess of 7,000,000 bales in this country because of two bumper cotton crops.
