KINGSTON, Ontarfo, November 11 P).—Serving a life sentence for bank robbery, a convict in Portsmouth Pen- itentiary has invented a mail bag lock which he claims to be theft-proof. The inventor is Norman “Red” Ryan, a notorious Toronto bandit, and a patent will be taken out in his name in_the Canadian Patent Office. In addition to being theft-proof, the lock will do away with all ropes, straps or steel bars, lightening the mail bags considerably. LYON VILLAGE, Va., November 11.—A vigorous campaign has been started by the Lyon Village Citizens' Association to break up speeding. Plans were made at the monthly meeting of the organization last night, following a report by J. N. Rice of the police and fire committee | that repeated warnings to motorists | had failed. i Although the State law pres a speed limit of 15 miles through vil- lages and towns, Mr. Rice declared machines run through Lyon Village at 35 and 40 miles an hour, especialiy on Virginia avenue, a newly resur- faced boulevard connecting the Lee highway and the Wilson boulevard. is chairman, was instructed to appeal to Commonwealth Attorney Gloth and Sheriff Fields to enforce the speed ordinance. The assoclation voted to co-operate in the organized citizenship drive of the Federation of Citizens' Associa- tions of the District, and the Inter- federation Council, which starts Sat-| urday. S. Groome Eareckson, chalr- man of the membership committee, will have charge of the campaign in the village. An effort will be made {to make the organization 100 per cent representative of the village.
