One wonld have given to wives and widows of Civil War seldlers the right 10 vote without paying the poll tax. The sec ond amendment was that by which eounties with as congested a popu Arlington might have the ht as cities in the matter ssessing abutting property owners for improvements—streets, sewers. water, lights, etc. The third was that fixing the appropriation and the fiseal vear for the same dates. and to allow for an appropriation of public funds to provide for the extension of the appropriation vear to move up the date for the fiscal vear. There is some question as to whether these amendments can be voted on without further Jegislation, but the next “gen eral election.” at which time amend ments are to be voted on by the State at large. is November of next vear, when all members of hoth branches of the Legislature are to he chosen.
