October 30.—Cheaper fish and cheaper furs will rule in France if the report on otters prepared by the Fishing Club of France receives favorable attention by the ministry of agriculture. Otters are most destruc- tive to the river fish, the report says, and i for permission to kill them at will. The fishermen demand that no closed season for otter: Estimates given in the report indi- cate that more than a billlon and a half of fish are killed every vear by otters, and it is asserted this number 1s increasing annually.
