UPHOLD PRESENT ELIGIBILITY LAW| Citizens - Protest Change in Regulations Governing Choice of D. C. Heads. Aroused by recent statements that President Coolidge is hampered by the existing eligibllity law governing the appointment of District Commission- ers in appointing some one to take the place of Commissioner Rudolph, the Georgetown Citizens' Association last night, at a meeting in the Poto- nac Savings Bank Building, voted to oppose any change in the existing Jaws governing the appointment of ¢Commissioners. The body approved fn substance a. motfon regarding the law as offered by John Hadley Doyle, but due to cer- tain strongly worded phrases in it voted to have the resolution edited by rnembers of the executive committee before submitting it to members of Congress and other authorities. Resolution Vigorously Debated. The adoption of the resolution fol- Jowed strong debate against any change in the three-year tatned in the existing law. FOND DU LAC, Wis., October 26.—01d Bill Maxwell has rounded out his 54th year at the State Prison at Waupan. He is 86 years old and is spending his last days in the infirmary, awaiting death. Maxwell is a man of mystery, and has never spoken unless spoken to. More than half a century ago he was convicted of killing a man in a quarrel over a woman and a sheriff saved him from being lynched by a crowd that had strung him to a tree. Since then he has refused to ask for a pardon, and has expressed a wish that he might die in prison. He has not seen the outside world for more than haif a century, has never seen a prison ball game or a movie and he has never attended chapel.
