Hands went across the horders of three political and geograph fub- divistons last night, the District of Columbia, Maryland and Virginia, and united its citizenry into a common movement o develop the National Capital and its environs into one of the most heautiful cities in the world. The heads of the three civie federa tlons were present to see one of the final steps in this movement, which will bring together all the great eivie agencies wor toward the regional development of the National Capital, at the meeting of the Montgomery County Clvic Federation, held last night in the Bethesda, Md., High School Thix assocation Tesse C.
