Recommends Hero Medals for Officers and Men. By the Associated Press. A new naval ammunition depot of of at least 100 square miles for' the Pacific Coast and a similar arsenal for the East Coast and Gulf sectiong will be established if Congress follows the recommendations of the mnaval } court of inquiry into the disastrous | explosion July 10 at the Lake Den- [ mark, N. J., depot. The findings, which also recom- mended the repairing of Lake Den- mark to accommodate such small ex- plosives as may be stored there safely, i have been approved by acting Secre- ry Robinson, who' announced that { immediate steps would be taken to carry out the recommendations. Decorations Are Urged. The court found that lightning alone was responsible for‘the explo- sion, which caused 23 known deaths and injury to 52 other persons, with two Marine Corps privates still listed as migsing. The findings added that every known precaution had been taken - at the station, particularly against lightning, and that the con- duct of officers and men of the Navy and Marine Corps during and after the explosion had written another chapter of herolsm in the annals of the Navy. Decorations were recom- mended for a number of the person- nel. The damage was placed at $37,000,- 000 and the value of salvageable mu- nitions at §40,000,000. The court expressed the opinion that “in the light of present knowl edge the area of the Lake Denmark depot is too small and its situation too near inhabited land for the safe storage of more than small amounts of high explosives.” All Officers Present. “It is to be noted,” the findings said, “that every officer attached to the station was on the reservation at the time of the disaster. The evidence shows beyond all doubt ¢hat the Navy and Marine Corps personnel who were killed met their death while heroically | carrying out their duty in the face of imminent peril, of which they were thoroughly cognizant.” The board expressed the view that one of the two proposed new depots should be within 1,000 miles from the Pacific Coast, with convenient rail- road facilities to the Los Angeles- Puget Sound region. The eastern depot would be accessible to the At- lantic and Gulf Coasts and eastern naval magazines. Unoccupled safety zones two miles wide about each were recommended. " A series of technical recommenda- tions regarding the segregation of various classes of munitions and ex- plosives’ also was made. Dowling May Get D. 8. M. For Capt. Otto C. Dowling, who commanded the Lake Denmark depot and remained at his post for 10 hours until temporarily blinded by injuries, the court recommended the distin- guished service medal, and that post- humous awards of the Navy cross be made to 16 offieers and men of the Navy and Marines, end the Navy cross be awarded to Pvt. Casmer M. Kensick, Marine Corps, who had remained with Capt. Dowling. The court also suggested that “the highest possible appropriate recogni- tion” be awarded to Flenry D. Wad- hams, chief clerk of the depot, whose conduct was described as ‘“nothing short of herofc.” After approving the recommenda- tions, which now_ will be studied by the various naval bureaus, Acting Sec- retary Robinson left Washington for an inspection of the Yorktown,- Va., ammunition depot. LEAVITT AND EVANS NAMED IN MONTANA | Both Were Opposed by Wets in Congressional Primary—Bal- loting Is Light. By the Assoclated Press HELENA, Mont., August 4.—Repre- sentative Scott Leavitt, Republican, and John M. Evans, Democrat, ap- parently were renominated in the Mon- tana primary yesterday. Both were opposed by candidates favoring modi- fication of the dry law. Returns from 194 precincts in 30 of the 56 counties showed Evans leading 3. Cooney, Butte publisher, vote of 3,197 to 2,006. Ronald Missoula attorney, led a fleld r the Republican nomination for Congress in the first district. In the second district Leavitt had 4,512 votes, nearly a two-to-one ma- Jjority over his two obponents. The Democratic and Farmer-Labor candidates were unopposed. Balloting was comparatively light. S i WAR OFFICIALS SEE 2 KILLED BY PLANE By the Associated Press. NEWPORT NEWS, Va., August 4.— Capt. John H. Batty and Technical Sergt. James W. Cheesman, members of the 103d Pennsylvania National Guard, were. killed instantly at Lang- ley Field yesterday afternoon when their airplane crashed to the ground a short distance from the lighter-than- air hangar. Assistant Secretary of War Davison and Maj. Gen. Mason M. Patrick, chief of the air service, who visited the field on a tour of inspection, were at the hangar when the accident occurred. Just what caused the accident has not been given out by the authorities at Langley Field. Maj. Westover, com- manding officer at the station, named a board of officers to make an inquiry. Capt. Batty, who was engaged in the stock and bond busiress in Fox' Chase, Va., was 34 years old and single. He served during the World War as a pilot, and later was located at Langley Field and Ellington Field, Tex. hen the war ended Capt. Batty was placed on the Reserve list as a first lieuten- ant and later advanced to captain. Sergt. Cheesman was 32 years old and resided in Philadelphia. He was single. Sergt. Cheesman was flight chief of the Flight A, Pennsylvania Guard unit. ‘He served during the ‘World War with the second pursuit group of the A. E.
