In their determination to make farm relief a leading issue in the coming congressional campaign, the Demo crats have just about decided to con duct a great and solemn referendum on the popularity of President Calvin Coolidge. It {s about time, they say. to find out whether Mr. Coolidge is maintaining his hold on the American people or if his prestige is on the wane. Thus it is hoped to make the election of this Fall a barometer of what may be expected in 1928. A large number of Republicane, elther consciously or unconsciously. are assisting the Democrats in pre paring for the Ccolidge test in No vember. These Republicans are join- ing in the move to place the entire re sponstbility for farm relief failure at the door of tha White House. Alr. Coolidge always has contended that congressional shortcomings can not he charged up to the Executive. It has been his philosophy of govern ment that the President is required only to make certain recommendations to Congress and is not burdened with the responsibility of driving the meas ures through. In this respect Mr Coolidge has taken the duties of the chief magistracy more easily than any of his predecessors. Put Blame on Coolldge. Recent debates in both the House and the Senate have shown, however, a fixed purpose on the part of Con gress to blame the President for the farm relief failure. Representatives and Senatore, fighting for their own political lives, will frankly tell their constituents they were powerlesa to get satisfactory farm relief because ”' the negative position of the White ouse In many States and congressiona! districts Mr. Coolidge will thus bLe brought to the fore and an election which had promised to leave him more or less unconcerned threaten- now to be fraught with heavy sig ;flv‘ance bearing upon the Coolldge uture.
