By the Associated Prs OIL CITY, Pa., March 22.—A slight recession of water in several tribu- taries of the Allegheny. while the river itself remained about stationary. gave hope today that the flood situa- tion here, caused by last night's move- ment of the huge ice gorge which had been lodged in the river since Febru- ary might not become aggravated. Riverside streets, including Seneca street. the city's main thoroughfare, remained covered with water to a depth of 1 to 4 feet. The water backed up behind ice. which jammed with the gorge movement at a bridge just be- low town. The electric plant was put out of commission, but there was no scarcity of light and power, as was the case when the river overflowed a few weeks ago. Current was sup- ;lllod' from the Clarion River electric an Bridges Damaged. Three spans of the Big Rock Bridge. below Franklin. were torn loose, two falling into the river and the third across the tracks of the Pennsylvania Railroad. The tracks. however. were cleared so that trains were operating today. The under- structure of the Reno Bridge, near here, was carried away. Traffic on the Erle Railroad Bridge in Ofl Citv was suspended. It was feared that the structure might have been weakened. The Eighth Street Bridge at Franklin, closed last night, was opened today. Rain Is Feared. Capt. John Paul Dean, United States Army engineer of Pittsburgh, returned to Ofl City today to observe conditiona. He said several days of rain would greatly imperil Ofl City and Franklin, byt that with continued ;nxr rhm'he!r u;d water sufficient to oat the miles of ked ice. the e should be gone wmn a week. e Capt. Dean declared the prediction of his department had proved true— that only nature could be eounted upon to move the ice. The attempts of Dr. H. T. Barnes of Montreal to “burn out’ the ice with thermite were declared “absurd” by the engineer, who likened the experiment to an ef- fort to “heat a house with a candle.” Dr. Barnes, on the other hand. said thermite had “saved the situation.” He said his efforts had been directed toward weakening the lower part of the gorge so that the upper part might come down.
