\ BANKONG CODRIL " LECTS WARBURG New York Man Will Head Ad- . visory Body of Federal E Reserve Board. Paul M. Warburg of New York City was elected president of the Federal Reserve Board's advisory councll yesterday afterton. E. F. Swinney of Kansas City was made vice president. The board talked over problems of the Federal Reserve system and concluded Its regular quarterly sessfon in short time. An officlal statement lssued after the meeting announced that “general business conditions in the country and the open market operations of the Federal Reserve banks were the main toples discussed.” It was known, however, that the councll also considered the recent increases in loans by banks which are members of the system. The loans are now about as high as they ever have been and there is the possibility that the banks soon will be making greater use than recently of the rediscounting " facilities of the Reserve banks. Rate Change Unlikely. Although members declined to g0 into detall, it was understood that few of them felt that the calls on the Reserve banks would be sufficient to warrant any change in the redis- count rates. The council has nothing to do with the rates, but its discus- sions in the past have served to out- line general policy to some extent and have been reflected in the deci- 18lons of the Federal Reserve banks. The council also discussed the ef- forts being made by Great Britain to restore the gold standard in Eng- land. Some of the members belleved that Great Britain would accomplish the desired result without too great difficulty, although conditions in the next few months are likely to have an important bearing on the plans. SR A CORDOVA SERIOUSLY ILL. President of Ecuador Unable to Conduct Government Business. GUAYAQUIL, Ecuador, February J7.—An officlal announcement has been made to the press that the President of the' republic, Gonzalo Cordova, is serlously 1ll. The presi- dent of the Senate, Dr. A. Guerrero Martinez, has been hastily summoned to Quito, the capital, to take over the presidential office. Gonzalo Cordova was inaugurated President of Ecuador September 1, 1924. About the end of October Dr. Martinez took over governmental power temporarily on account of the President’s illness. Give Up ‘Roosevelt’ As Business Name By the Assoclafed Press. LYNN, Mass., February 17.—The Roosevelt Apartment, a lodging house which was the scene of & rald by police on February 7, will not be permitted to operate under that name and in the future city licenses for business employing the use of the names of American statesmen will not be issued, Michael Zack, chairman of the city license commission, stated last night. . February 17.—An impres- slve funeral was held today for Nicolas Mileff, who had been appoint- ed Bulgarian Minister to America and was assassinated Friday shortly before his projected salling. It was attended by a' vast number of friends and admirers, including Charles Wil- son, the American Minister plenipo- tentiary. At a meeting of the cabinet today it was declded to pass legislation im- medlately to preclude all Communist deputies from holding their seats in Parliament and to forbld the publica- tion of Communist newspapers. The indignation of government circles over Nicolas Mileff's death is likely to lead to the most severe measures against the Communist ex- treme agrarian elements. Y., February 17.— Successful methods of controlling im- petigo, a skin disease prevalent among new-born bables, have been discov- ered by Dr. Ralph Mellon of the Highland Hospital here after nine months of experiments, it was an- nounced. By use of the new methods epidemics of impetigo, common in hospital maternity wards throughout the country, have disappeared at the Highland Hospital, it was reported, as the experiments reveal the source of infection. Details of the experiments will be published soon. State Bonus Extended. ALBANY, N. Y., February 17.—The Assembly last night passed a bill de- signed to extend the provisions of the State soldiers’ bonus law to relatives of deceased veterans. The bill passed the Senate last week and had the sanction of Gov. Smith. SALISBURY, Md., February 17.—The strange cause of Natthlas Marshall, who wandered back to his boyhood home here last Friday after having been missing for 32 years was the subject of study today. He had been given up as dead after a fortune hed been spent In searching for him. Natthias, who at the age of 18 be- came mentally unbalanced after a blighted romance, has been unable to throw any light on his career since he was committed to an institution at Catonsville, Md., In 1893, and from which he later escaped. Today his mentality apparently is near normal, and he shows evidence of highly developed Intellect, but he is unable to recall a single incident in |} his life during the last 32 years. When he reached the family home- stead, his clothing was In tatters and he was weak from physical exhaus- tion and lack of nourishment. hands were calloused, indicating that he had been employed at manual labor.
