COOLIDGE IGNORES PATRONAGE SYSTEM Promotion for Merit Gives Serious Jolt to “Lead- ers” of Old BY FREDERIC WILLIAM WILE, No greater jolt has jarrad the sen- albilities of the politiclans In post- elaction days than President Cool- idze’s policy of promotlon for merit in the Federal serviee. Unnoticed in the helter-skeiter of svents at Wash- ngton, it is & fact that every impor- tant new appointment in recent weeks has elevated some official to higher Tank in his own purticular service. The White House has resorted to the novel program of filling major ex- al and diplomatic posts gard of the patronage ®yvstem of old. The number of United State Senators and Representatives who come to the White House with patronage requests and leave with empty hands is increasing from day to day Republicans who rank as ad- ministration - leaders and stalwarts ara among these disappeinted Oliver Twists. They are apparently up against a stone wall of determina- tion to introduce a new deal. This is the true inwardness of current foam- ing and fuming on Capitol Hill and its Jamentations, that Coolidge's biggest plum are being distributed without ‘consultation” with the “laaders.” It Is becoming painfully pirin that the President is doing his own leading.
