The Secretary of the Navy and Mrs. Wilbur will receive Thursday after- noon, January 1, from 3 to 6 o'clock, in their home, at 1731 N street. Charles Phillippe Soyer will give a large tea dance this afternoon from 5 to 7 o'clock, at the Congressional Club, 2001 New Hamp- shire avenue, to present the latter’s daughter, Miss Lilita Dawson, who will make her formal bow to soclety. Mrs. Soyez will wear sapphire blue velvet draped with silver lace, and her daughter will be in a dainty frock of silver lace mads with tight-fitting bodice and & full skirt of narrow ruffies of tho lace.
