That the people of the District of Columbla should do all in their power to combat any move on the part of Congress to increase their rate of tax- ation on property, which, according to the statement made , Is proportion- ately higher that that in a majority of States of the Union, was clearly advocated by Willlam P. Richards, tax assessor of the District, before members of the Newcomers Glub, at the weckly meeting of the organiza- tion in. the City Club yesterday. of February 22, 1924, in which Mr. Zihlman sald: “In view of the statements made by the tax commissioner of Texas, Mr. James A. King, that the revenue and taxation of that State is a screaming farce; that only about 4 per cent of the personal property in the form of bank deposits is taxed; that there is $800,000,000 on deposit suhject to check and that only $40,- 000,000 is assessed; that a vast amount of property escapes taxation every year; that there are millions of acres of land which are not tax- ed at all; an@ that if the unre- turned property located In the State of Texas subject to taxation under the laws of that State were put upon the statutes and the property al- ready returned was well entered at a just and fair valuation, it would raise sufficient revenue to enable the | State to pay her debts, to liberally support her public institutions and to lower the present tax rate from 75 to 15 cents. This would seem to be a conclusive answer to the state- ments, which are being continually made by the gentleman from Texas, that property in the District of Co- lumbia is not assessed at a fair and just value, and shows that there i ample field for his endeavor to see meeting, and during the session he appointed Col. Charles R. Stark to represent the club on the executive committee of those in charge in the forthcoming Thrift week activities. FRANCE MAY SETTLE. There were indicatlons here yes- terday that France might be the next power to open negotiations looking to a funding of her debt ‘o the United States. Nothing official, however, has been received to indi- cate that any more definite move has been made by the French. With the life of the American debt commission expiring in Febru- ary, it was thought in some quar- ters that France might take the op- portunity of resuming the prelimin- ary negotiations made some time ago with intent of making some kind of definite proposal before February.
