Va., September 4.— Reason for delay in many automobile owners of Virginia receiving their licenses is explained in a statement issued here today by Motor Vehicle Commissioner Hayes. “On July 1" the statement says, “there became effective in Virginia a new automobile title law, requiring a certificate as to the pauyment of poll tax before a license could be issued. “The new law also required the mo- tor vehicle com joner to mail to each owner an application blank for retitling his car, allowing the com- miissioner nin in which to do this. Within days after this law went into effect the office of the commissioner had addressed and had in the mail letters to the entire list of owners of cars, with full instruc- tions as to securing a new title. “Since carly in July mail reaching EVENING _ STAR, WASHINGTON, the Motor Vehicle department has registered moré than 15,000 pleces each day. NORFOLK, Va., September 4.— Forty-five passengers on train Ko. 4 of the Southern Railway, en route from Danville to Norfolk, escaped unhurt yesterday through a freak of good fortune when the engine and four coaches of that train were de- railed near Union Level and the coaches turned partly over. That none was killed or injured was due to the fact that the wreck occurred in a cut and the side em- bankment prevented the cars from turning completely over.
