12 LEAGUE PLANS NEW ARMAMENTS PACT Will Consider American Draft to Replace, Mutual Assist- ance Treaty. By the Associated Press. GENEVA, August 25.—With a view to a general repudation of the draft pact for mutual assistance, the dis- armament sectton of the League of Nations has drawn up an outline of a new tentative project which in- corporates a number of features of lled American draft pact on rent and security. The new that any member of the league may call the attention of the councik to the existance of danger of war in some designated region, whereupon the council will meet for an immediate investigation. If the council finds that danger actually exists it will invite the af- fected countries to withdraw their armies 50 or 100 miles from the frontier, to order the stoppage of all aviation, to cease all war prepara- tions and mutually 'to agree to sub- mit the question in dispute to the ‘World Court of Justice or some ar- bitration tribunal. A nation refus- ing to subm h dispute will be regarded as an sor nation, and the other world powers signing the pact would prepare to mobilize against the offending nation. Need of Guarantees. Disarmament and secruity will be the two great subjects of debate in the forthcomin bly.
