PHONE DATA ASKED INRATES DISPUTE Maryland Public Service Commission Seeks Light on Question of Increase. By the Associated Press. BALTIMORE, Md. July 30.—The Maryland Public Service Commission Will issue today a formal complaint, calling upon the Chesapeake and Po- tomac 'Telephone Company, and a number of other companies with which it is alleged to have “direct and indirect corporate and con- tractual relations” to make accessible to the commission all their books, records, contracts and papers of every kind, in connection with a pro- posed increase in rates throughout Maryland by the Chesapeake and Po- tomac Company. The commission sets September 322 as the date for 2 public hearing. At- torneys for the Chesapeake and Po- tomac Company, it is said, have noti- fled the commission that the books will be produced. Named as defendants with the Balti- more company are the American Tele- phone and Telegraph Company, the Western ctric Company, and Tele- Phone Service companies of Virginia, West Virginia, Pennsylvania, Dela- ware and New’ York. BERLIN, July 30.—The coming visit to Berlin of Secretary of State Hughes is the subject of news articles and editorials in the newspapers. While due notice is taken of the common impression that he is traveling in a strictly private capacity, editorial speculation concurs in giving his trip political significance, especially in view of his Londen discussions on the Dawes report and his subsequent Vvisits to Brussels and Paris. The National Zeitung assumes that the American Secretary is also using his presence in Europe to acquaint himself with the attitude of the western European governments to- ward Russia. The paper believes Mr. Hughes is not advocating a general boycott of Sovietia, but rather is in- terested in mobilizing such {mportant official European sentiment as he can in favor of a unified or common line of action destined to achieve a com- Plete solution of the Russian prob- lems, Will Study Attitude. To this extent it is assumed the Secretary of State will be an inter- c¢sted observer of the German atti- tude toward Russia, especially as Ger- many and Russia’ are maintaining complete diplomatic relations.
