NEW YORK, July ; 9.—Southern Railway's new high price for all time of 66, which it crossed yester- day, was accompanied by rumors of an increase in the annual dividend rates to $6, which were discouraged by bankers, however, on the proba- bility that earnings this year would be smaller than the $10 a share earned in 1923. Although 1924 busi- ness has not equaled last year's the road's earnings in the first five months of 1924 and its equity in the undistributed earnings of its sub- sidiaries, amounted to $4.93 a share on the common stock, almost the an- nual requirement for the common dividends. An issue of $12,000,000 additional mortgage Bank of Finland mortgage collateral 7 per cent sinking fund gold bonds is offered today at 95 and accrued interest to yield about 7% per cent, principal and interest being guaranteed by the Republic of Finland. WORKMAN FOILS PLOT TO BLOW UP ARSENAL Saves Vast Powder Stores in Lem- berg—Catches Culprit Just in Time to Prevent Blast. By the Associated Press, WARSAW, July 9.—An attempt was made Monday to blow up the Lem- berg arsenal. An infernal machine planted by a workman was discovered by another employe who put it out of action in the nick of time and seized the man, turning him over to the police. According to the authorities their inquiries show that the prisoner re- cently arrived in Lemberg from Rus- sia and that he had dealings with several bolshevik agents. Had the infernal machine exploded, it is declared, a catastrophe far great- er than the recent one at Bucharest would probably have resulted, as the arsenal contains 200 car loads of gun ammunition, besides quantities of other explosives.
