James Dowling, fifty-six years old, warrant officer In the United States {Navy. and who, subsequent to the | Spanish-American war, served as an mstructor of the naval militia of the District, died at his residence, 3538 13th street northwest, Saturday. He enlisted in the Navy in 1884, and had served In that branch of the service ever since, establishing an enviable record. Mr. Dowling was promoted to the rank of warrant officer In 1895, and during the Spanish-American ' war served on the old S. Indiana. He was popular among members of the 1 District naval militia while in com- mand of the Puritan, a militia train- ing ship, on which they trained soon after the Spanish-American war. He was promoted to the rank of chief warrant officer in April, 1904.
