Cost: QUOTES PRIOR STATEMENT $88,000,000 Annually Had Been Cited “Outside Figures.” Members of Congress who have beep Pperplexed by the widely varying es- timates of the cost of a “soldiers’ bonus” may. now have a chance to find out just how much, or how little, Wwill satisfy the American Legion, speaking: for the former service ‘men. Representative Charles Brand of Ohio has written to John R. Quinn, national commander of the American Legion, quoting the figures ($38,000,000 a year) which Quinn himself, in & letter to the representatives, argued was the outside cost of the “bonus,” and asked if legilation setting that Hmit of cost would satisfy the service men. Mr. Brand's Queries. - In his letter to National Commander Quinn, Representative Brand says: “Your letters to me on the subject of the bonus and tax reduction have had my attentfon. You say: ‘Reports show that the awerage annual cost of the pending bonus bill for its entire life is less than eighty-eight millions a year'; and’ you add: * ‘It is therefore'plain that Mr. Mel- lon’s tax reduction” proposals are ap- proximately ‘four times greater than the annual cost of the adjusted com- pensation measure.” “I also have a telegram from Hugh K. Martin, state adjutant of Ohio, suggesting that the pending bonus bill will not cast more than $80,000,- 000 a year. He says: Estimate by Aetuaries. “‘Previous statement actuaries Ufited States Treasury that cost will be eighty millions per year. which is less than interest from British loan, proves bonus would not Interferc with tax reduction.’ “At the same time I have the esti- mate of the Secretary of the Treas- ury of the cost of this same pending bonus bill at $250,000,000 & ycar and a total of five billions. “Would you be satisfied with a bo- nus bill limited to the cost of $88,000,- 000 a year?” “Would you be satisfied with in- surance policies payable at death or at the end of twenty years, costing the government a total of $88,000,000 for each year for twenty years?"
