GEDDES LEAVES CAPITAL Signing of Pact Last Act as Am- bassador. Under a heretofore undisclosed Q. provision of the liquor treaty with Great Brithin, the United States must compensate British vessels for any loss or damage that may result from tmproper detention or search. The treaty, signed yesterday by Secretary Hughes and Sir Auckland Geddes, the British ambassador, does not become effective until ratifica- tions are exchanged, but it s ex- pected that it may' be applied in some measure to smuggling cases arising before that time. Under the treaty suspected liquor smuggling craft under the British flag would be liable to search and seizure if intercepted anywhere with- in an hour's sailing distance of shore, the speed of the surpected ves- | sel being the measure of distance. In return for this aid in prohibition en- forcement, the United States would grant to British ships the right to carry gealed steres of <hip liquors within American waters anywhere on the same terms that such liquors now pass through the Panama Canal, It is to run for one year at the emi of which period it can be terminated on_three months’ notice.
