Two bits of news coincident with the advent of 1924 show that she now has become the dominant nation of the old world, stronger than any of her rivals—perhaps only temporarily, perhape only for the period of whick the climax is already reached, but nevertheless certainly at the moment One item of the news in question is the conclusion of a political all anoe between Paris and Prague, with prospect of a sequel at Belgrade. The other concerns the reduction of French effectives in the Ruhr, on the ground that Germany's submission now is complete. Number of Alltes. Alone France cannot hope to keen the lead indefinjtely. She knows that. because she is a nation of a declin- ing birth rate, but with allies it i= different, and France has allies. In western ‘Europe she can count on the ald of Belgium, in central Europe the little entente, in eastern Europe Po- land and Rumania, in the Balkans Turkey and Venizelos. In all these reglons she is consid- ered the mainstay of the new regime. It s a clever plece of constructiv diplomacy which fs responsible for this bellef.
